A Message from Plymouth City Council – HMO Inspections – Changes from 01 June 2025

Plymouth City Council are changing their processes when it comes to HMO inspections and Housing Health and Safety Rating System (HHSRS) breaches.

Currently, following an HMO inspection, Plymouth City Council issue a single document that includes a defect schedule which identifies any Management Regulation breaches, HMO Standards breaches and HHSRS breaches – alongside a schedule of work showing what is required to correct those defects. To bring this process in line with how they approach other work in the area, Plymouth City Council are going to change this.

From the 01 June 2025, any HMO inspections where there are HHSRS Hazards (CAT 1 and High Cat 2), Plymouth City Council will be issuing these items under a ‘formal’ notice (likely an Improvement Notice). All other works regarding Management Regulations and Standard breaches will go out with that notice, but on a separate document. Both the notice and the schedule being issued with a cover letter.
